Racing Rules of Sailing 2013 - 2016

This page is my attempt to simplify and explain the Racing Rules of Sailing 2013 – 2016 and is based on my views and understanding.  It is not a definitive guide and does not replace the official publications and case reviews published by the RYA, International Sailing Federation [ISAF] or other such bodies and thier official websites.

Part 2 When Boats Meet introduction

Section A Right of Way

Preamble: The rules in part 2 apply between boats that are sailing in or near the racing area and intend to race, are racing or have been racing.  A boat not racing shall not be penalized for breaking one of these rules except rule 24.1 (interfering with a boat that s racing).  Where one or boats meet and not racing then they shall comply with IRPCaS or government right-of-way rules.  Sailing Instructions can replace Part 2 rules with IPRCaS or government right-of-way rules.
